Windows 2000 - Paging File problems

Running Windows 2000, when I login, I get an error message:

"Limited Virtual Memory. Your system has no paging file, or your paging file is too small..."

I can change this by right-clicking on "My Computer", "Properties", "Advanced", "Performance Options", click 'performance options' and:

"Windows created a temporary paging file beause of paging file configuration problems when your Pc started up..."

Then I click 'change', set the Initial size up by 1MB, click 'ok', and it changes the total paging file size to it's proper amount (from 20MB when I first login, to now ~400MB). I have to do this every time I login.

This started happening when I was changing some of the user rights/password settings, and hard-disk sharing options, but I don't know how to fix it! Any help please,

Logged in as a user with full Administrator rights, yes. The same thing happens when I log in as "Administrator" as well.
