This is a bonafide operation plan hatched near the end of Kennedy's presidency by the JCS (Joint Chiefs of Staff) They are the leaders of the US Armed Forces who advice the President on any and all military actions. America were serious about invading Cuba and the JCS came up with a number of pretexts to invasion that included a "special-ops" group disguised as Cuban militants to stage homeland attacks on american citizens. One other suggestion was to sabotage NASA astronaut, John Glenn's spacecraft and blame it on Cuban interference ( sounds like James Bond stuff). Read full account in following link:
