AGP problem

I recently stuck in a gf4mx 420 into my pc as my old tnt2 died after a long amount of abuse.. The main problem is even though my board can handle 4x agp the card only seems to be using the 2x setting (I found this through enabling some extra tabs) I double checked all the settings in the bios and they are correct to the best of my knowledge. Could this be the fact that the gf4 is a fussy bitch?!

My Motherboard Specs are an ECS p6vap-me with a VIA VT82C694X Apollo pro chipset. Any help would be appreciated.
