How about buying in from the US? Am I liable to get caught for VAT/ import duty? Any potential problems with power requirements, modem connections, etc?

The machine I'm looking for would need to have 16 MB video RAM as I'll be doing some 3-D CAD, processor would need to be 500MHz+, RAM 128K+, running Windows 2000 (ideally).
