ive replaced those with newer and previous versions via
    pure dos..
and ive compared my registry keys and there right

or any other ideas to fix this ****e

when you replace files via dos are you also replacing them in the system32\dllcache directory? Windows File Protection will use this cache to replace files you replace on the system overwriting your changes!

ya i also replaced them in dll cache

    also
i have disabled system file protection..

via group policy for the system
    gpedit.msc

i know someone has seen this prob before
because ive seen it 3 times now
