I think he means ISPs that provide ISDN access.
IOL Free, Eircom Free, UTV and Ocean (if they're still letting people signup) allow free ISDN access.
Check their sites and signup with them.
The interweb is a great thing

well if u want to use oceanfree the number is 1890923204 both the username and password is oceanfree
