Does today count as off-peak?

I'm using IOL No Limits, and was wondering if I only have to pay flatrate if I connect during the day today, as it's a bank holiday... I've always been confused about this :confused:

Today is off peak so your no limits package will cover today and all official bank holidays.

BTW UTV have confirmed that bank holidays are treated as off peak on their UTVip service too.
