    Statement of Strategy 2003 – 2005: Call for views

    The Department is currently preparing a new Statement of Strategy for submission to the Minister, Mr Dermot Ahern, T.D., as a framework for action for the period 2003 – 2005. The Strategy Statement will set out the goals and strategies required for successful delivery of the modernisation and sectoral policy priorities for the Minister and the Department up to 2005

    In addition to direct consultation with the Department’s Agencies and stakeholders, the Department is now inviting all interested parties to submit views on challenges and future strategic directions for the Department and its businesses up to 2005.

    Views are welcome, preferably in electronic format, before 25 November 2002.

    THE Minister for Communications, Dermot Ahern, will issue his draft policy directive to the newly-formed Commission for Communications Regulation (Comreg) on December 2.


    As first reported in the Irish Independent, the directive will include proposals for minimising the cost of regulation to the telecom sector, as well as a focus on the hasty provision of a fixed rate internet access service (FRIACO).


    Comreg will officially be established on December 1, the fourth anniversary of liberalisation of the telecommunications regulation.


    The body will be headed up by current telecoms regulator Etain Doyle for a year, joined by two commissioners, Isolde Goggin and John Doherty.


    While Comreg will regulate both the communications and postal sectors, one of its first tasks will be the speedy introduction of FRIACO. The Minister has already made it clear that this will be a priority.


    In addition, it is expected that Comreg will be under pressure to reduce the licence fees that telcos are charged for the running of the regulator's office.


    With many telcos struggling in the current economic climate, it is believed the Minister feels that keeping fees as low as possible is key to the telco market.


    According to the Office of the Director of Telecommunications Regulation (ODTR), telcos paid €5.8m in fees, 23pc of the ODTR's total income for 2001.
