Slow eircom line

For nearly 2 years now i have been suffering with a very slow 28K connection with my eircom line. The fastest connection i ever get is 28,800 bps. I live in the country in a new house, so my guess is that when they installed the new line they just split my neighbours line in half. Could this be it? If i ring up eircom will…
