Why pay? By the time I get a fine I will have to pay less than what I would ahve had to pay if I was paying a licence fee every year.

Stupid question, but how often do you have to pay the bills? ESB comes once every two months, right? Moving into a house for the first time and we're paying all bills that fall in the door except the bins. Thanks!
