To answer your question, it depends on the laptop. Obviously, dell have more than one model of laptop. If you look at the tech specs for that laptop, it will say whether it has tv out or not. From looking at their webpage, I have deduced that the inspiron 2650 does not have tv out, and the 8200 does. Not going to do any more of your research for you.
