well this fines system is eactly what the odtr said it would do this month if prices hadnt been settled. English Bitstream access prices have all ready been settled at £35 (soon to be £30) the problem is llu which 1 years after is was meant to start hasnt even begun,

ODTR says its finished but what a bout prices and fines for not pulling th e figure out,
