partially circumsized is, as far as i know, when the foreskin is too tight but not totally, and they just remove as far as the thickest part of the glans, so when he's erect it no longer hurts.

Getting that done next week (AGHH!!).. scary stuff whipping out the weener infront of the family doctor but definitely worth it, very relieved.
Apparently a lot of people have this problem, and a lot leave it.. my reasons were purely cosmetic, but it can often hurt i've been told.

Superglue I think - it has some sort of reaction with the glans and should do the trick.

Betamethasone is the name of a topical steroid commonly used to thin fibrous tissue that can cause phimosis (a tight foreskin). It's not hugely effective and requires a lot of your time
