i was under the impression that he would be fired if Steve Austin beat him at NWO. Austin beat him and he is still Raw GM. so what's going on?

no, Vince McMahon gave Bischoff his job back, but told him under the condition that he wrestled at NWO, which he did, end of story

Yip, he was merely joining the "get your ass kicked" club in return for his job. I'd say if he won he would have had a higher chance of being fired!!
