I use PKzip for windows to zip a file across a number of floppies to bring the odd quake map/model home if i download it in work!

It works even of the file is already ziped it just zips it again, with little compression! I think win zip does too!

I rember hearing of a program called file splitter but i have never used it! Try a search for that one!

I think winzip or rar or ace or something will zip into separate files once its at a certain size. Could be way off but i think one of them does it.
