i'm looking to get a new card and was going to get the Ti 4800se but found out its basically a souped up Ti 4200 so then was considering the Radeon 9500 Pro any opinions between these 2?

AFAIK, the 4800SE is a souped up 4400, not a 4200. The "new" 4200 is the 4200-8x.
