    Background: AOL recently petitioned the FCC to remove a restriction that prevents them from releasing Instant Messaging clients with high-speed features like video streaming unless they make their protocols interoperable. This restriction was required as part of the AOL Time Warner merger. The following is a PDF of Gerry Faulhaberand and Dave Farber's comments on this petition. I thought it would be of interest to economics groupies.
