That's the way I'd see it. Basically there would be one Heavyweight Title between the two shows, with the champion providing colour commentary during his reign.
Possibilities for the Heavyweight Division:

The 2 #1 contendors between each faction will meet at the PPV and the winner will face the champ, that same night.

Triple threat, between Champ V #1(RAW) v #1 (SD)

Many other posibilities.

Limit the Heavyweight division to 5 wrestlers per faction. This will increase competition and match quality.

Lalor's Lodge will provide income for the Divas, and also the possibility for some Lalor Classics.

Hardcore Division to be held on Raw as it is broadcast on non-public television and there can be more scope for violence.

More emphasis to be put onto the cruiserweights, although in fairness, business has picked up lately.

Also the intercontinental division looks very attractive.

There you have it!

Oh yeh, Tag team and intercontinental division to be kept strictly to Smackdown and ditto for cruiserweights on RAW.

i agree with a lot of what your saying but tripple treats are hard to bild heat, and having 2 matches in one night is very hard on the wrestler, also it only takes 3 mounts before all the heavy waghts fight each other u needmore than 5, thank god kings off comanitary, i know he has problims but hhh should be in the heavy waights or at least in the IC devision i would love to see him being beet by rico

But it's a lot like the way it is at the moment though. Except now on Raw, all you have is HHH V (x, y, z) and on Smackdown it's more or less Angle, Lesnar plus guests in competition.
