Bad time of year as planting normally takes place when dormant in Winter. Bare root will be cheaper and you should be able to get them from any good garden centre, or have a look for some of the specialist/trade outlets in the Golden Pages.

What do I have to do to get the ground ready? What kinda hedges are their. I'd like something that grows fast, but it only needs to be about 2 -3 ft high. How much is it say for 20ft?

First off decide if you want something that’s evergreen or deciduous.

Most of the evergreen type's will come in pots rather than bare root, so can be planted most times of year. There's a huge variety of these in the garden centres and a large variation in prices.

Of the deciduous type’s, Beech would be the most popular. It’s slow growing, will look great during the summer, but as with all deciduous hedges it's a bit bleak during the winter and generally comes bare root.

For ground preperation, I'd probably kill off the strip of grass where you're planting with a good weed killer, just to give the hedge less competition in it's first year.

Cost will vary widely depending on what you choose, anywhere from €25-100 based on 5 or 6 plants per metre.

PS: Might be worth PM'ing Licksy20, as I think he works in a garden centre.

A very heavy grade of black plastic will also do the job (and can be reused). It kills off the mature grass / weeds by denying them light and makes their seeds germinate (warm, moist) only to then die.
