Kerry CoCo Water/Collection Charges

    Does Kerry county council have an "opt-out clause" for their refuse collection and water charges?

    If someone was living out of town and was disposing of their household waste in an appropriate & proper manner, and obtaining their household water supply from a private well, are the charges still made?

    Or are the charges only charged to those who actually use the water/collection services?

    I know that backyard burners are pretty popular as a way of saving money so I don't think those who use them are being charged.
