    The Doc is here. The stuff is NOT bedtime reading except for one interesting pointer to the USO .....the much delayed USO

    It refers constantly to "SMP Operators" . Now the last time an operator was designted in a document with SMP was in the 1999 USO when the Rat got the gig.

    Mysteriously we now have more than one. Eircom and Vodafone (at least) probably O2 as well. I doubt ESAT were designated.
    Sure enough O2 and Vodafone responded to the consultation.

    This is important in terms of Universal Service in rural areas and has been flagged in snippets before.

    Pages 21 - 23 sorta explains why there may be more than one but I though they had no power ! :(
