intermittent adsl confusion

    I am having funnies with a Zoom modem attaching an ISA server to eircom - sometimes it works sometimes not : I was assigned two static ips one of which is on the wan side of the server , the other is on the lan side of the adsl router : The router when connected to the dslam is supposed to pick up the same ip each time , but I noticed that the subnet mask was def class C as opposed to .252 ?
    When I disconnect and reconnect it works for a while and then just dies again -
    pinging eircom gives a reply of ttl expired in transit - this is wrecking me head ....anyone any thoughts
    p.s router has bridging enabled and is connected to everyones favourite ISP

    HELP ME PLEASE !!!
