Legality of non-licensed professional consulting on legal matters

Hi. I'm finding it a little difficult to obtain definitive answers to this... I'm basically looking for help with the following situation. Maybe someone here can offer some guidance or insights... A friend of mine is a lawyer, specializing in corporate law, start-ups, mergers, etc. She has an LLM, passed her bar exam, and has been practicing law for about 15 years, but all outside the EU. She has full European citizenship and wants to relocate to Ireland.

First question: what exactly does she need to do in order to practice law here?

Second question: what can (if anything) and can't she do here until she has completed that process, in terms of working as a professional consultant? Is it possible for her to offer advice on legal matters? Like IP, drafting agreements/contracts, advise start-ups, things like that.

    Muchas gracias!

She cannot appear in court or hold herself out as a solicitor or any cognate expression. She could work as an in house counsel.

She could possibly get a consultant-type position in one of the larger commercial practices, but she would be working very closely with the actual qualified lawyers, and her work would be in support of theirs, rather than in direct service of clients. And they would be strongly encouraging her to requalify as an Irish lawyer; her career options would be very limited until she does this.
