Under which specific circumstances may Gardaí break the rules of the road?

I asked this question in motors but was accused of trolling by Lightning.

I was driving on a stretch of road a while back with one lane either side, this road has curves and poor visibility. There is a double continuous no overtaking line going down the road. I was driving at the limit of 60 km/h. A Garda car overtook me at speed at what you would consider to be dangerous if anyone else did it, thankfully there was nothing coming the other side.

I eventually pulled up to a fastfood place and saw them in the car park (I checked my dashcam to confirm and it was indeed the same car).

Are Gardaí allowed to break the rules in the course of duty full stop? Or only in active pursuit? Or at all times (a member is exempt even in his or her own private car even off shift)?
