    Most of those are civil service organisations though (just "of the State" rather than "of the Government"), like Revenue, Courts Service, etc. The only large-scale organisation that staffs civil servants despite being a public sector org is An Garda Síochána I think - and they have a separate HR unit for their "unsworn members".

    For the question asked (about transfer), the HR unit should know an employee's status (civil vs public servant), and would have advised on that basis.

    Public servants are guards, teachers, HSE staff, local authority staff. Civil servants can be "of the state" or "of the government", yes, but all of them should be eligible for mobility scheme. PeoplePoint and/or the union will know for sure.

    Apologies for late reply to helpful comments re my post about my position as AP in Public sector. I work for an agency that reports to a main Gov department. I applied for my current role via Public jobs. My role is a “ specialist”role if you’d like to call it that, I didn’t have to do the online assessments etc but I did have to do 2 interviews and a presentation. My contract states my role is that of AP and I’m paid on the exact salary scale the same as any other AP.

    With regard to the AP union I hadn’t joined it, but maybe i should because I’m doing the work at that level and I cannot see why the HR dept won’t put me on a transfer list when my contract says I’m an AP Grade.

    I completely understand how they won't allow you to go on a transfer role, similar situation in where I work, if I have to trawl for a specialist role in my team such as an economist or statistician even though their contract says they are the same as an x y grade they have been recruited for a purpose and whilst they enjoy the majority of the benefits of the rest of the team they are excluded from certain things and one of those are applying for secondments outside of the dept or any unilateral move, the only way they could move is applying for external comps

    Because you're not an AP, you're a specialist.

    Otherwise people could use the specialist jobs (via mobility) as a back route to AP (in the event that they can't get through the AP assessments etc).

    In the same way an AP can't use mobility to become a specialist or a First Secretary. If the entry route is different you generally can't transfer across.

    As another poster said, if you want to be an AP you'll have to do the open competition.

    Just got the email with the initial info in it. Let the games begin!

    Stage 1 of the selection process will comprise of aptitude tests. Pre-test information is available in the link below [removed]. You are advised to read this carefully before taking the actual tests. 


    The Actual Tests

    A message will be sent to your publicjobs message board on Thursday 19th August 2021 containing a link to your actual aptitude tests. If you have not received this message by this date, you should email aprecruitment@publicjobs.ie

    You will have until 5pm on Wednesday 25th August 2021 to complete and submit your tests.

    I had that issue but when I chose open in a new tab it downloaded for me. I tried on my phone though

    Folks, I am having the same issue - I copied the url into a new window and it still didn't work. Any one any thoughts why this wont open? When it comes to the next email they issue with the link, it could be the same case. I used both Microsoft Edge and Google Chrome.

    I understand why you don't want to post more details online, but it's difficult to advise on this without knowing the organisation or the role.

    One way to identify whether you're in an organisation serviced by CS Mobility is by checking if your organisation is represented on the list on 'Mobility Contacts' on the hr.per website for the scheme. If not, then it's a public service organisation, and not covered.


    If they are listed, then we get into whether your individual role would be covered by the scheme. I know you've mentioned that your job can be considered 'specialised'. That doesn't exclude the role on its own - for example, some specialised roles are filed by generalist civil servants who can apply for mobility. While a qualification is sometimes looked for when staffing these roles through competition (like the IT comps), they often rely more on experience (e.g. policy development, procurement).

    The excluded roles are those which are "Professional / Technical" or "Industrial". "Professional / Technical" are the ones which people tend to be confused over, and a large volume of these are solicitors/barristers, accountants, architects/engineers/surveyors, IT/communication specialists, scientists. I've never come across one of these that didn't require a formal qualification.


    Both must be true to apply for mobility (you must be both a civil servant, and a generalist).

    Thanks for giving guidance. Looks like I’ll have to try get back into main CS by the online assessment route.

    And to the OP who said im not an AP I am. My contract is that of one, salary and same annual leave entitlement etc.

    I work at that level and I work in Policy and Regulation and I manage staff.

    So you're equivalent to an AP, but not an AP. In the same way, for an example, an Assistant Legal Advisor in DFA will be equivalent to an AP, but still are not an AP.

    It's no an insult or a put down, just a statement of fact.

    It cuts both ways, an AP couldn't get mobility in to your role, either.

    Thankfully it’s only for the situational judgement section.


    I also see they are going back ‘old format’ of having time limits for the other two sections. For the recent internal HEO competition it was setup so that the next question adapted to whether your answer was correct or not !!

    Really? Wow - all the exams I've ever done have been timed. I've always managed to pass them but have always felt they are ridiculous because they become more about your ability to speed read rather your verbal/numerical skills. And I mean, come on, it's the civil service. I don't think I've ever seen a situation where someone has to process information and make an on-the-spot decision at speed 🤣 It's generally the exact opposite.

    Does anyone know if you can only do the practice tests once? I did them yesterday and would like to do them again but there seems to be no option to do it again when you log in? Do you have to wait a period of time before doing them again?

    According to the Familiarisation booklet, it says 'You may complete the practice tests as many times as you wish before entering the live assessment'.

    I haven't taken the practice tests yet myself though. If it's blocking you from doing it multiple times, perhaps there is an IT glitch?

    I'm in this exact predicament too. I've challenged them now with the fact that the job application I went for didn't have the actual qualification in the essential criteria, just in the desirable. And in any case I don't have the qualification that they are trying to tie my role too. Seems I have to rot away at my current job for the remaining 30 years of my employment unless I leave

    It must be as when I log back in to a test I've done before, all I get is completed, 0 mins remaining and nothing to click on to start again.

    I would suggest both of ye contact the AHCPS. HR departments aren't always right.

    Just tried the verbal test provided in the information booklet, it doesn't give any feedback as to how many I got right or wrong afterwards. Is anyone else experiencing this or am I on the wrong site?

    I have had to re register with different email addresses to be able to do the tests again, which is pretty frustrating.


    For the verbal and numerical reasoning tests you get an email with your score attached in a pdf, the situational judgement one doesn't give you feedback (helpful!).

    Just checked my email, yeah, got it. 18 out of 30, that's bad. 😅
