Lidl/Aldi have electric ones come up from time to time. I have one use to lift lawnmower front if I need to look at the deck. Can’t remember how much but think less than €100

Go on youtube, there are quite a number of articles on this very subject, get the name of something that suits you and find a supplier. You already have the hard part covered (something to anchor it too). A hand operated one ought to be suitable as you'll have a considerable mechanical advantage from the pulleys, they're also very reliable. Hope that helps.
