Are Irish given preference for NCHD jobs?

Someone tried to tell me that Irish are given preference for NCHD jobs, even if a non-Irish has a Irish or indeed EU degree. This cant be true? I know well that some overseas graduates have to go through a process ie. PRES, but in this case I am referring to those who studied here.

There are a couple of different things there….

Irish citizens can not be favored over other EU citizens except in a very few instances and the article does not seem to suggest otherwise.

The EU rules were altered there a while ago to require priority be given to EU citizens and third country citizens all ready holding permanent residency. This may be the motivation for the change.

The recognition of qualifications also has some funny quirks, in summary states are required to recognize each other’s qualifications when obtained by an EU citizen but not necessarily when obtained by a third country citizen.

It is no different to any other sector of the workforce, each month the member states of the EU/EEA/CH submit their data to Eurostat and they generate the overall shortages for the European market. If the skill set is not on their list, the chances of getting a third country citizen a work permit drops pretty dramatically.
