Zouma should have been a covering defender, but if you rewatch the video, he inexplicably starts slowing down a bit before the tackle, as if he already sees it as a lost cause. No idea what he's at, but instead of accelerating he's decelerating. Might well have been why they deciding he wasn't going to make it.

He has to get on to a headset to communicate with the VAR room and he's told it's not a pen. Didn't look to be a penalty so the right decision was reached.
