Hi all! We have been experiencing an issue on site where threads have been missing the latest postings. The platform host Vanilla are working on this issue. A workaround that has been used by some is to navigate back from 1 to 10+ pages to re-sync the thread and this will then show the latest posts. Thanks, Mike.

Effectual Control Control of Dogs Act

    The Control of Dogs Act 1986 says the following:

    9.—(1) The owner or any other person in charge of a dog shall not permit the dog to be in any place other than—

    (a) the premises of the owner, or

    (b) the premises of such other person in charge of the dog, or

    (c) the premises of any other person, with the consent of that person,

    unless such owner or such other person in charge of the dog accompanies it and keeps it under effectual control.


    But the Definitions don't define effectual. Is there any legal definition as this term seems to be under very varied interpretation by dog owners.

    Would it mean taking account of unexpected consequences ? For example you are walking your normally well trained dog off lead & it rushes across a road to chase a cat ? Should you of allowed for the unexpected & kept it on lead.
