As you can see,
“(d) use an electrical or other instrument or appliance (including recording apparatus) emitting sound, for the purpose of hunting any wild bird or any wild animal.”,
This includes all Animal including vermin species like the Fox.
This Wildlife (Amendment) Act 2000, changed the 1976 Act by taking out the word 'protected' ( Wild Bird or Wild Mammal), which meant this section then applied to all wild birds and mammals.
Nobody including the NPWS can explain why or for what reason this was done.
The NARGC have looked for this to be amended, as 'calls' are a good help in controlling vermin, particularly foxes.
At a recent NARGC Predator Control officers national meeting it was felt all NARGC members engaged in Fox Control should apply for a license from the minister to aid them in this very necessary activity. It would also help point out to the NPWS how nonsensical this amendment was and is.
So if you are involved in Fox or any Vermin control, please Apply for this license.
