My banking has been completely free since I have been of pension age and now I see this.

Can anyone explain what is happening ?

It's a 12c tax on using ATM/debit card transaction which is capped at €5 per year.

Government stamp duty, and as mentioned is 12cent per transaction and capped at 5euro a year. I also have a free bank account, but this is the only fee I get charged, it's charged every year in January for the previous year, so in 2022 you made one ATM transaction.

I see similar transaction on my free banking with AIB. charge is €0.84.
Does this mean I used an ATM machine 7 times last year?

3-4 ATM transactions would have sound right. But difficult to recall now....it could be 7.
