Very strange, witnesses saw them jumping off the pier and it appears a riptide pulled them out. Given those circumstances and the statement that there was no collision of any kind I am unsure how an arrest was made for manslaughter. Was there dangerous horseplay amongst a group of swimmers?

That seems like sound reasoning odyssey, and perhaps the action you describe was deliberately repeated. An arrest for manslaughter certainly would be something Police have to give careful consideration to. I very much doubt it has materialised out of nothing.
