Water scheme planning permission

    Hi folks,

We’re located in Donegal and currently at the last step before submitting planning and it’s a letter to confirm that we can join the private water scheme. There is a 4 inch pipe servicing houses all along the road and past our site and the pipe is on the same side of the road also.

I thought this was a simple process of just contacting the scheme rep and getting a confirmation letter and paying a fee but apparently the scheme is now under control of Irish water despite the website saying they have no affiliation with private group water schemes. They maintain they need to carry out a “Pre-connection feasibility assessment” which can take up to 16 weeks and that’s even before the connection application.

We’re considering getting a local councillor involved as this is a ridiculous amount of time to wait considering the pipe is right outside the site.

Any suggestions on what we should do or has anyone else had any experience with this recently?

    Thanks in advance!

Not something I've come across - but might be worth checking if anyone else has had to connect to the water pipe and what their experience has been.

Can you continue with planning on the basis that you will be connecting to the existing supply?

Can the scheme rep or anyone else give any information on capacity / feasibility of connection?

yeah thats standard for a feasibility assessment.

    welcome to public sector efficiency!

irish water is simply a blanket of inefficiency thrown over the local authorities water services.

you need to contact irish water in regards to the connection, who contact your local authority, who reply to irish water, who reply to you, in order for you to tell the local authority there is scope to connect.

all i can suggest is send in the application and stress that its urgent.

some councils will not accept the application as being valid without it.

some councils will request it at FI stage.

some councils will not request it at all, but make it a condition of planning.

    Thanks for the replies folks!

I’ve just been in contact with the scheme rep this morning and he was in contact with his engineer about the scenario, and it seems it is the case that @sydthebeat outlined that we need to go through Irish water first.

Our architect has decided to go ahead with the planning at the moment and we will apply for a pre connection ASAP. We will provide the council with the info on water connection at the FI stage.

The whole thing is so convoluted and seems to be a never ending circle of you need to talk to X who needs to talk to Y back round to X, utterly ridiculous. Hopefully we will be making some headway now however.

For the sake of clarity. Irish water website is correct. They are a public body and have affiliation with private group water schemes.

What you are joining is not a private scheme but a group scheme. Easy to confuse the two. For all intents an purposes they are the same, than private/public sector.
