That's because of the diversion into online self service channels just like pretty much every other large scale organisation for the last decade or so. Most issues can be addressed without a phone call.

Banks charge 0.45% for cash lodgement and you have to count it and lodge it and that's on top of the security aspect.

Debit cards are in the region of 0.35% (as low as 0.18% for volume)

Credit cards are about 0.7%

Money is in your account the next day.

Its just slightly inconsistent for you to be complaining about how NTA chases drivers who do things wrong, while simultaneously complaining about NTA not taking action against unlicensed drivers (despite the contradictory news reports).

I was under the impression they were the most efficient of public sector along with customs of course, can’t be letting anybody away with freebies, but you can lie on a bed for 2 days in a hall waiting for a bed with the HSE.

How did they catch the 122 unlicensed drivers in 2019 without putting in any meaningful effort? That's more than two drivers unlicensed caught each week on average.

You can't catch them, but you can provide useful information and evidence (photos, dashcam footage, whatever details you have of his income) that will help them along the way.

Can you say for certain the person is not paying tax?

The person may have legit expenses, allowable tax credit...etc.
