Refused outright. Their opinion was that a building needed to be habitable before it qualified for renovation. It had lost its 'use' as a domestic residence.

I'm not sure what you mean by funding process? As a private buyer generally you won't get a mortgage for an uninhabitable house. Providers all have their own criteria so check.

If you're asking about the Vacant Property Refurbishment Grant, it's probably best to contact the local authorities vacant homes officer and they can give you a run down of requirements.

What exactly were you applying for PP to do? To renovate a derelict house to a habitable state should not require PP as it's exempted.

From the Act:

"The following shall be exempted developments for the purposes of this Act—

(h) development consisting of the carrying out of works for the maintenance, improvement or other alteration of any structure, being works which affect only the interior of the structure or which do not materially affect the external appearance of the structure so as to render the appearance inconsistent with the character of the structure or of neighbouring structures;"

The latter part of this post is incorrect, a derelict property generally will require permission to bring it back to being a habitable dwelling.

Did or does it have water, wastewater treatment, and electricity?

id say your situation is rare, were you trying to circumvent locals only planning restrictions or anything similar, all sorts of areas are currently getting permission in areas where it would have been unheard of relatively recently.
