Medical card query

I'm sorry if this is the wrong forum. I wasn't sure where to post. I had someone ask me a question about the medical card today and I said I didn't know the answer but I'd try to find out.

Lady is a cancer patient with medical card. She had a feeding peg removed in the hospital and was told to go back to the nurse in her GP surgery after a few days to get the dressing changed. After changing the dressing the nurse informed her that there would be a €30 charge. She had no money on her as she assumed the medical card would cover it, so they said she can pay the next day she's in. She's wondering if this is correct, that the medical card doesn't cover it? I know my own GP charges medical card patients for bloods, but I've not heard of wound dressing not been covered before. They said it's a new thing apparently.
