Atlethic track

Theres the running track at the RSC but I think you need to book and pay for it (not 100% sure, someone else might confirm). Otherwise there's a decent running track in the park in New Ross.

RSC is probably the only place with a properly marked out and lined athletics track, the next closest I can think of is the Watershed up in Kilkenny. Other than that like I said new ross town park has a decent track that isn't marked out but is free to use, decent unmarked dirt tracks in Carrick on Suir & St Senans in Kilmacow too.

SETU or WIT don't have a fully marked out track but they do have a straight section of Astro by the side of the building that is marked and lined so might be good for practicing sprints etc. You can see it on google maps satellite view. Not sure if its open to the public though.
