Foglights not working

    Lexus Is200 2001:

    Foglights are not working, what i have tested:

    Fuses, all ok.

    New bulbs, and one new connector.

    Ignition only, foglight socket is reading 5v when turned off.

    Fogs on, reading 5/7v

    when fogs are turned on and any other lights are activated voltage shoots up to 5-12 and fluctuates at the fog light socket.

    Any suggestions on how to fix this/where to look? I am just left that the wiring loom is damaged somewhere.
