Could some of these protests be staged to garner sympathy votes?

The recent one seemed pretty timid albeit intrusive.

I have it in the back of my head that the odd failing politician might stage these so people forget the actual policies and play the man rather than the ball at the vote.

Before anyone knocks me, of course such a protest is mental and shouldn't be allowed so I hope I'm wrong here.
