A hybrid doesn't idle once it's up to engine temperature and battery is charged above 20% or so, that reduces a lot of emissions, particularly in an urban setting in traffic.

Yes the old cc motor system wasn't measuring emissions. If you look at post 2008 petrol cars, those which are fuel efficient also have low motor tax, here's an example, 1.5 litre petrol Golf €200 tax.

Auto petrol charging hybrid might be a better term to use than self charging hybrid. Otherwise people might think that the electric charge comes out of the air. I'm sure though that e.g Toyota didn't intend to use this mis- direction in their marketing.😉
