Whole new characters based on real life and very different to a dramatization of real life events, featuring real life people.
Eg the Crown depicts real life royal, or films about historic events or wars should be careful to not grossly twist the facts. Especially if those people otherwise well known.

But that no longer applies with fabricated identities. That's one of the reasons names are changed. But it could be also to not identify someone obviously

Although Baby Reindeer is mostly true, Gadd revealed that he did amp up the tension and suspense for the sake of the show. “The feeling you get most of all when you’re getting harassed is relentless tediousness and frustration,” he said. “I didn’t want the audience to feel that.”

Based on this experience, Gadd said he wanted to create something to tell his story and represent stalking in a different way—particularly how it is rooted in mental illness.

they also have it listed as a drama and the wording included in the drama saying it is a true story are part of said drama

I think the idea of it being a drama/black comedy is lost on some people 🤣

Good show, tough watch at times.

The one who plays Terri is a terrible actress though.
