    I am presently employed in a position I found there.

    My previous job was also obtained via the site.

    Before you are asked for a ppsn you have to click past a long Candidate Privacy Statement and Legal Basis for Processing Data. That explains why they are collecting it.

    Govt agencies use ppsn because it's govt ID for govt services.

    But is it really legitimate to be collecting it at the very first stage of recruitment, long before a job offer is anywhere near being made?

    Back when PublicJobs ran in-person testing sessions, a Public Services card was not sufficient government-issue photo-id: you had to produce a passport of driving license.

    Its for government jobs if people have an issue giving them their ppsn then theyre applying for the wrong kind of jobs.

    It's no about having an issue giving the number once you have a job ( everyone has to give it for every job).

    Its about the legalities of using it in an applicant-manager system.

    Paddy Murphy born January 01, 1980 from Kerry and Paddy Murphy born January 01, 1980 from Dublin could be two different people applying for jobs, or they could be one person applying twice using family addresses to try to get an advantage. The PPSN is a unique identifier that combats this early on.

    What on earth is special about your PPS number? Happily give it out for any reasonable request and applying for a public service job is definitely an example of a reasonable request. What's next, people refusing to give their names or addresses of phone numbers. Some people could do with earning their own few bob and living in the real world.

    The job portal doesn't need to resolve this as people don't apply to the portal directly. They apply directly to the employer.

    I will say people's reluctantance to using a PPSN in general is a little baffling.

    That's not accurate. Public jobs facilitate recruitment for all the government's various departments and then staff are assigned to individual departments, who become the employer at that point.

    Eg. the Clerical Officer competition, there may be 1000 jobs to give out in total. At the end of the competition process you get your place on the panel eg. 423 and then you when your place is reached you are assigned to Department of Social Protection and you get a letter telling you to report to DSP office in wherever on a certain date and from that date on you are then employed by DSP. You could just as easily be assigned to Dept of Justice or Revenue or any of them, it depends on how many CO's they've each put in for from that competition.

    But yeah, people's reluctance to use their PPSN when applying for a public service job or any government service really is baffling. Having to get a PSC card to renew your driving licence is one thing that can be argued against and is a massive pain in the hole, but this is not.

    Its Public jobs not just Civil Service Jobs. Any of the public job seem to redirect to external site. I take your point about the CS jobs.

    From the explainer on the DSP website:

    Does the Public Appointments Service (PAS) use the PPS Number at present?

    Yes.

    If so, for what purpose ?

    PPS Numbers are used for a range of purposes in PAS. The PPS Number is used in matters relating to HR administration i.e. payroll processing, training, travel and subsistence, tax and social welfare matters and on the Human Resource Management System. The PPS Number is also used in matters relating to the payment of Board Members.

    The PPS Number is currently captured from candidates at registration stage on publicjobs.ie. The PPS Number is used for identification and verification of applicants at various stages of the process and is also used to identify duplicate applicants. The PPS Number field is not mandatory at registration.

    The PPS Number submitted with a mobility application is used to cross check against civil service employment records to confirm the applicant is a serving civil servant.

    Data minimization and control are important. The more places your data is used, the higher the chance that it can be leaked or compromised. If publicjobs.ie are collecting it when they don't need to (as Wood's post suggests), then it's increasing the risk of it being leaked for no benefit.

    Your PPSN on it's own isn't particularly sensitive but it can be combined with other data for identity theft. Think of all the things you need your PPSN for these days. This is why it's use is controlled and somewhat regulated because the government understand the importance of it.

    Another reason to use it is to cut out non EU applicants. Someone I know working for a private contractor to the HSE hates having to advertise for staff for his company as he'll get loads of applicants from India etc who can start Monday.

    But the alternative to PPSN is supplying other personal identifying information which is even easier to use for identity theft.

    Then with a job site you're going to be uploading a CV in some form. Full of PII.

    Your CV should contain a minimum amount of personal information, typically name, email and phone number. You could argue that your education and employment history is somewhat sensitive but it's not as sensitive as your PPSN and it's required for employers to evaluate your application. There's a reason for it to be collected, unlike PPSN which is more sensitive and which publicjobs.ie are collecting but don't require.
