Buy an old narrowboat in the UK

We like to buy an old Narrowboat in the UK which was build in 1983. We know that we need to pay VAT but we are if we have to get ce marks for the boat which might be impossible.

The scope of the Recreational Craft Directive is:
Directive 94/25/EC, as amended by 2003/44/EC, applies to new and second hand recreational craft from 2.5m to 24m in length, personal watercraft, marine propulsion engines and components placed on the market for the first time after 1998.

The problem is, since UK left the market, is the boat now "new" to the market.

Does anyone know how this is treated?
