My mistake, I thought Carlow, Laois and Kerry were in the lowest band. But, I still don't agree that it's simply a mapping of population. Why is Louth in a higher band than Meath? Are claims higher in counties with more populous urban centres?

Road traffic collisions would generally come under motor liability. However, if the council repaired a road and did a botch job that caused injury, then that would be covered by public liability.

Nitpick: The Church of England wasn't a new church; it was the old church, under new management, so to speak.

It follows that the dissolution of the monasteries didn't mean a transfer of wealth to the Church of England, but from the Church of England. It's true that some of the assets of the dissolved monasteries were transferred to the dioceses, so individual dioceses may have become richer, but most were not; they went to the King, who either kept them or distributed them as patronage to landowners and officials to secure their support and loyalty.

The upshot of all this was a substantial reduction in the church's activities. The network of dioceses and parishes was maintained and even enhanced, but a lot less was done in the way of providing schools, hospitals, almhouses, food distribution and other forms of poor relief. The new poor laws imposed this duty on local landowners instead, but they were distinctly unenthusiastic about discharging it, and the resulting hardship for the poor was one of the reasons for the Pilgrimage of Grace revolt in 1536.
