As far as I remember, maternity leave is treated differently and the position will be held open for at least a period - I can't remember if it's held open for a max of 60 working days (which would align with the position hold while an appeal is ongoing), or if it's held indefinitely until you return from Mat Leave. You can check the exact provision with your administering team (probably Central Mobility Team in the NSSO - different teams if you're in AGS, IPS, or Oireachtas).

You still have to be responsive to offers though, so definitely make sure that your home email address is on the system, the auto-mails don't go in to spam, etc.

Applied for an advertised role in another Department on the mobility scheme. I have a call this week with the PO and AP to discuss the role. Has anyone any advice on the format of this meeting, is it formal, will they ask interview type questions? Any experiences/advice welcome. Thanks!

A lot is down to the individuals concerned. I had one fairly formal, interview style one and one very informal chatty style one. Be prepared for detail I suppose, and be ready to link your experiences to the listed requirements of the role. Do some research on the background of the Dept or AGency.

Hi All, I'm currently dealing with a mobility issue and just wondering if anyone has any experience of same.

I received a pre-offer from a Department I was interested in. I had applied to head office (city centre based). I knew of another location the Department had, within zone 46, but didn't apply for this. The offer I have received is for an office location outside of zone 46, still within Dublin but on the outskirts. This particular location does not appear on the mobility map.

I note from Part 5 of the Mobility Scheme Terms and Conditions (I am a HEO): "In general, staff members moving to, or within Zone 46, will be assigned to an office in the core location area, which includes all offices within a 4km straight-line radius from the G.P.O O'Connell Street - see Interactive Mobility Map. An exception to this general rule is where the organisation headquarters are located outside the core area e.g. the NSSO, the Presidents Establishment".

The location I have been offered is not in the 4km zone, nor is it the organisational headquarters. I'm just wondering if I should not have been offered a position in the headquarters?

I have advised the Department that this role would not suit me based on the location (the job spec also identified that a driver's license would be 'desirable' - I do not drive). They advised that they not have any other positions at this time. They also advised that I could decline the position and put myself back on the list, however I know this would result in me being put to the back of the list.

I have queried with the both the Department and the NSSO based on the above but their engagement has been slow in coming

Should I apply for mobility straightaway when I get into an Office if I'd like the opportunity to move in 2 years time?

I accepted and moved on mobility to a new department in October. I like it so far, but want to keep my options open just in case. I have 4 other departments on NSSO that I put on hold after I moved over to the new role. If I want to move again when I've my 2 years here done, is it a case of taking those 4 remaining departments off hold now and I'll continue to move up the lists for them until I'm eligible to move again?

  • Registered Users, Registered Users 2 Posts: 68 ✭✭Steph1234

Yes, I moved 3 years ago.

When I took my place in County A, I lost my placings for other departments in County A, and had to go to the back of the list.

But I kept my place on County B departments.

I placed all on hold and continued to move up the panels.

When my 2 years were done, I took myself of hold. Hoping for a move shortly 🤞

l'd never put any departments on hold.

Yes, no reason to put on hold that I can see. Won't be offered a position until eligible anyway. You will move up the numbers while waiting to become eligible. First day in the office is the day to submit mobility requests and get the ball rolling.

Unless you don't want to get an offer, then place on hold of course.

Was there a limit before on the time allowed on hold? Like 6 months or did I dream that?

  • Registered Users, Registered Users 2 Posts: 211 ✭✭Kirbi

There's no time limit on an individual's application hold, but those used by organisations aren't meant to last longer than 6 months.

The hold can be used for however long an applicant likes, and for any reason. People should definitely be using them if they would have to turn down an offer (at that time) or if they wouldn't have access to see offers they receive.

I know people who also used the holds on organisations that were their second choice in the zone, while waiting to see how quickly their first choice moved.

I'd heard that if your place comes up and you're not eligible or turn it down (if the section doesn't suit), you could 'possibly' be removed from the panel for that department. Rare instances id imagine.

  • Registered Users, Registered Users 2 Posts: 10,328 ✭✭✭✭shmeee

Can you expand on, 'removed from the panel'?

Of course if you're number is reached and you turn it down, you are no longer on the mobility list for that dept in the selected zone.

I agree with @schmee - that's not a rumor, it's the terms of the scheme.

If you turn down a department in the zone, are you automatically back to removed from all other applications in that zone too? i.e back to bottom of the list.

  • Registered Users, Registered Users 2 Posts: 211 ✭✭Kirbi

If you cancel during the pre-offer window, no; otherwise yes - all applications in the zone will be canceled, and you'll have to reapply.

Anyone know if a external mobility application would be effected if your current unit was transferred to another department due to post election deck shuffling?

That wouldnt count as a starting over and having to wait 2 years to move would it?

  • Registered Users, Registered Users 2 Posts: 211 ✭✭Kirbi

It can have an impact on the applications on the system, but that impact can be removed.

If it happens, your HR should send an instruction to the NSSO to disable that check for you. You can just keep an eye on the application around the time of the change and get on to the NSSO and/or your HR if you become ineligible due to the change.

It should only happen anyway if you move into a different zone (the criterion says location, but means Zone).

is this something that happens? I know it sort of happened with Department of Finance and DPER like 10 years ago but don't know of any other instances.

Yes. I have seen single units moved to other departments or just smaller groups of staff such as a AP and their direct reporting staff who are responsible for a a specific policy area moved to other departments after a election as part of the horse trading.

Of course there are bigger moves where entire divisions are moved around like how integration moved to children last election and is now moving back to Justice.

Nothing concrete for my post yet but there is rumblings and I would like to plan ahead and not be on the back foot. I have been a external mobility waitlist for a while and wouldnt want that progress to be lost.

It happens basically every election. After the last one there were large moves between Heath+Children, Justice+Children, DRCD+Housing, and of course Education+FHERIS.

I misread the above post the first time and thought it was about moving office location while in the same role, but the principle applies for change of Department due to transfer of functions as well.

    Sorry @solidasarock

Does anyone know what the ratio is in terms of filling a vacancy with someone n an internal transfer list within a department and someone on a mobility list?

  • Registered Users, Registered Users 2 Posts: 957 ✭✭✭tgdaly

    Differs depending on the grade:

CO – 1 in 2 vacant posts will be filled though Mobility.

    EO* – 40% Open: 30% Interdepartmental** : 30% Internal.

HEO - 1 in 6 vacant posts will be filled through Mobility. Mobility will fulfil an Interdepartmental liability.

AO – 1 in 6 vacant posts will be filled through Mobility.

AP – 1 in 6 vacant posts will be filled through Mobility – 1 in 3 to be advertised. Mobility will fulfil an Open liability.

PO – 1 in 6 vacant posts will be filled through Mobility – 1 in 3 to be advertised. Mobility will fulfil an Open liability.

*The EO sequencing will revert to 50% Open : 25% Interdepartmental : 25% Internal on conclusion of the Public Service Stability Agreement, 2018-2020.

Hi there, just looking for some advice,

I've been a CO since July 21, I was a TCO for 6 months, got a permanent contract in dsp, I moved department again in Feb 23 to the courts via an external application. I had to take a career break in October 23 due to family issues which I'm still on. I have since applied for mobility.

I know it's 2 years in the same zone, will the 2 departments add together for the requirements and does the Career Break come into play?

    Cheers

Hey, I just want to ask a question to the thread. I'm an AO who has applied for mobility in Dublin.

I applied for list based mobility last June. I am currently number 15 on the list for DPER and Finance. I know there are people on this thread who were called when they were in their early/mid teens on the list. Are there any AO's here who had this experience? I understand it may be different for AO/HEOs especially given the fact that AO is an open recruitment grade.

i would guess they were called as people before them either turned it down or have their mobility frozen
