HSE recruitment Freeze

    Hi. Have any admin staff been offered roles within the HSE since the recruitment pause was lifted? I was placed on a panel September 2023 and I have yet to hear anything.

    Nope.. Awaiting decision from on high. Panels expire after one year..Safe enough to assume it will be extended but they won't confirm that one way or the other if you ask. A lot of people on panels in limbo.

    Same. On a panel for a CO position with TUSLA since April, and have heard no updates since.

    Thanks for the reply. I'm in the same. Panel expires in a month but they won't confirm if it will expire or be extended when I reach out. It's a pain not knowing if you will get an offer or not.

    At least we are all the same boat. The recruitment pause doesn't seem to have ended in practice.

    There has been little clarity or movement since the recruitment freeze was announced to have ended on July 15th. Hopefully there will be some update when decision makers get back from their holidays next month..

    It’s frustrating not knowing whether it’s a case of ‘when’ offers will be emailed out vs ‘if’ they will… considering they have a recruitment ceiling per region I’m guessing they can’t offer everyone on panels jobs.

    There should be a backlog of positions to be filled as well as those on panels that are no longer interested so everybody on existing panels should get offer. However if there are new recruitment campaigns then that might mean they intend to expire existing panels and replace them with new panels..A lot of unknowns.

    From reading online it seems that thousands of posts up to the end of 2023 have been lost. They will probably fill whatever vacancies became available after that but it depends how many of the backlog is approved or not as its down to the funding they have.. I hope we get some clarity soon

    Despite the freeze being lifted we still cannot advertise externally for posts. We need approval and it's only for certain positions and that still includes nuses. We have been told it's to do with the national headcount. So I wouldn't be expecting a sudden surge next month!

    I'm in admin in the HSE and I've noticed I'm receiving a few emails re internal admin posts. I'm waiting for 4s or 5s in my area so I'm a lot more confident now that they will come up as I'm anxious to move up.

    Looks like eliminating any position vacant at the end of Dec is an issue.. As is the increased use of agency staff.

    Hopefully Caoimhe. I have seen 5s 6s 7s etc advertised I'm hoping 4s are next. Nobody seems to know though so one can only hope

    Is this all internal job movement? I don't work in public so not sure how it works. Surely they will need external panels soon if there is a lot of internal movement.

    External panels are already in place for many positions. But they might decide to have new recruitment campaigns to set up new panels to replace the existing panels..

    I would assume new panels will be created only after existing panels have expired.. would make very little sense to start a new campaign with the existing ones still active. But that’s just my assumption

    People on here are in different situations..HSE panels are initially for one year but can be extended..Most of the panels formed over last year and a half would not have been used yet because of hiring freeze. Once recruitment starts again HSE could use these panels to fill vacancies. Or they could expire them and have new recruitment campaigns to form new panels.

    My panel was due to expire on the 9th of September and I didn't hear anything so I'll assume it has been extended.

    You receive an expression of interest if your number comes up on the panel you are on and there is an opening. If you are interested you let them know.

    No. In the HSE and EOI invite is sent to some, maybe l, people on the panel, and the job is offered to the top ranking one who expresses interest. The rest stay on the panel.

    It's a far better system the the civill service panels, because people can express interest in jobs they actually want.

    My girlfriend was on a HSE panel a few years ago for care assistant. Every role that came up was offered to everyone on the panel and the person who was highest on the panel and expressed interest was offered the role. Some panels don't work that way? I'm 13th on a panel for the Mid West. So the panel could be getting worked through and I wouldn't know until I was next?

    My understanding as well. E-mails are generally sent to everyone on panel and highest ranked that expresses interest gets the offer.. Might be tricky now because if you don't express interest and hold out for a better job then you run the risk of panel being expired..Although no offers now since July so they could be restricting offers..More likely though they still haven't properly recommended recruitment so there are very few offers. Or maybe they have already expired my panel..A lot of uncertainty at the moment.

    CCurrently nothing happening. No movement. I really hoped by now some positions would have arisen. I'm waiting for Grade 4s as I am a Grade 3 but nothing at all yet despite there being a chronic shortage in the region I live. It's an absolute disaster.

    Mosr, maybe all, HSE panels work that way.

    But most Public Jobs panels don't.

    IF you a on a panel and a job becomes available they send it to the panel. The person in the highest order of merit if they accept it they get the job providing all their documents check out

    It's a ridiculous situation. Having to cover vacant posts and a fortune spent on interviewing and hiring agency staff! My union have been in contact threatening strike action. I really hope it comes to pass as I'm at the verge of leaving.

    €288 million on agency staff in first six months alone.. Redirecting part of that to recruitment is a no brainer..

    Having Come from the private sector a couple of years ago I'm still shocked by the way this organisation is run. A group of pre schoolers could sort out the mess that the HSE is at present! I'm just hoping something else comes up then I'm put of here. This sh**tshow will go on for years!

    The carry on of it is absolutely disgraceful. I'm not in the HSE but I'd imagine the longer this embargo goes on, the more good people will leave. I'm guessing good workers are being stretched as they are not filling vacancies. This leads to competent workers looking to leave. They are creating a death spiral where good workers leave degrading the quality of the service.

    Not necessarily. With agency staff, there are no pension, annual leave, sick leave, etc costs. And agency staff can be let go. Permanent staff can't.

    A false economy in my opinion.. Although I'm sure that's the rationale used by management consultants that the HSE has spent millions on...Wage costs with agency fees are much higher. Training and supporting staff that may do the job for decades works out better for everyone in the long run. The current policy is misguided.

    Exactly this. Hospitals have been capped at what were already crippling low staff numbers in many departments. There was an unofficial embargo in many departments for years prior to this current embargo, where staff would leave or retire and approval for their replacements would be deliberately held up at every point in the chain in some cases for years. Work has increasingly being offloaded to the private sector as a result.

    New graduates face a fairly obvious choice, stay in Ireland and join an increasingly strained workforce or emigrate and enjoy a better work-life balance. Current staff are increasingly availing of career breaks to escape for a while and re-evaluate. It is as you say a death spiral.

    I work in the HSE currently and I wish I didn't to be honest. Morale is low and while some departments are crying out for staff you have admin staff (like me) in posts that are unnecessary. I would love to go for one of the vacant posts rather than seeing them being back filled with agency staff while so many existing staff would love the opportunity but it's not up for discussion. In fact they are happy for us to fill gaps when they arise doing jobs that are higher grades despite us not being paid the equivalent wages then dumped back to our original post with stacks of work waiting when they find agency staff. People's mental health is suffering and Line Managers like to be seen to be helpful but are just paying lip service and don't want to help. The HSE is failing its staff and while all the promotionary videos look great but the reality is very very different.

    Just a thought.. This is admin specific. I know the 10 year hiring embargo in the public sector from 2008 and approx 30% reduction in staff led to a certain amount of eliminating some of the pointless work. In some cases this led to an increase in efficiency with less staff.. And I'm not sure it was a consequence they anticipated.. Do you think that there is any "pointless" admin work in the HSE that could simply be eliminated with no effect or a positive effect on service ..Duplication, statistics, reports, meetings, too many middle managers etc.

    Pointless repetitive duplicate work yes top heavy in many departments yes. Little accountability yes. I think this will go on being the case until the ones who were here all their working lives are gone
