I was actually on the receiving end, I just paid the guy the day before the court hearing. Took a long time tho.

The business is listed on CRO website so you should have no problem taking them to court. But it is a LTD company so it would only cost them €50 or so to cease trading and open under a new name to avoid paying you and possibly multiple other customers.

Its fairly easy and simple to do a SCC application. Might as well try as its only €20 and only takes 30 mins or so.

As a general comment, there are a large number of chancers, spoofers and arseholes in the motor trade. They should not be selling cars and they should not be diagnosing and repairing them either. Bolt on diagnostics costing the customer time and money is alive and well.

4500 for a 2012 Qashqai sounds quite cheap though. With demand for everything through the roof now, more than ever you can deal with businesses and tradesmen who are competent or cheap or available - but not all three. You're doing well if you get two out of the three.

Take him to the small claims court and don't waste too much time and energy on him. If you have time and want to try to get at him, look for evidence that you can report him anonymously to the Council, Revenue, HSA etc. Sounds like you're doing that already by sniffing around his planning permission. In that case, as he has actually applied for planning permission rather than just throwing up a building, sounds like he may not be the worst of them.-

If he's a limited company then the sheriff can take anything the company owns - up to the value of the judgement. Go for it.

ah couple of grand can be an enormous amount for some, the op may not have the ability to save this money for some time, its a sh1te experience, attempting to blame the op just shows a lack of empathy and compassion towards them!
