I think that en-mass spamming should be classified as a terrorist activity.

Sending 20 million e-mails, that say 5 million people have to process because they don't have anti-spam filters, at 15 seconds an e-mail, wastes about 1000 days of peoples time. If a spammer runs 10 of these campaigns in a week, then over the course of a year, they waste 1500 years of people time, or 4500 working years (assuming an 8 hour day), or over 1.5 million working days of peoples time, en mass, or if they had to pay for the aggregate cost of those work days, they cost the world over 100 million euros/year.

If you added up the total inconvenience of terrorist threats, I'd say a hundred professional spammers costs the world more in productivity, time (not to mention network issues, and mass exposure to nonsense products) than all of Al Queida put together.
