My friend has a Dell Inspiron lapptop.

If she burns a CD / DVD she can't unlock the DVD drawer without shutting down the operating system.

    Is this a commom problem?

Is there a Hotkey solution to open the drawer??

    Thanks

    What software is being used?

If Nero, has your friend clicked OK when it comes up that it has completed burning, and then clicked next? It won't release until Next has been clicked.

I never seen this. must be like Soundman says related to the software used to burn the CD/DVD's. Try huntingj through the settings or try something else.
