Looks like a Spindle Whorl...or it could be an old fishing net weight.

Judging by the second image it appears to 14 or 16 inches high, what height is it ?

It looks to me like a weaver's shuttle, the yoke that drags the weft through the warp to make cloth.

    or

    a bobbin for a giant-sized sewing-machine or spinning-wheel.

Its about 6 inches in height 8 at the most. I told friends of mine I'd find out what it was.....about a year ago. We were thinking it was a fishing net weight but the other thoughts on it seem just as good. Thanks everybody for your time and ideas, its appreciated. Thanks again.
